Christmas spirit at City Hall Salem City Hall was getting decorated with the Christmas spirit by city secretary Debbie Bricker and custodian Phyllis McKinley Thursday afternoon. Bricker was placing green and red ornaments on the tree in the lobby in front of council chambers with McKinley's assistance. It's the first time a tree is being displayed there.
